Patriot is excited to welcome Josiah Frey as the company’s National Environmental Policy Act (NEPA) Team Lead.

Josiah brings extensive experience leading environmental permitting and NEPA compliance efforts for both public and private sector clients. Throughout his career, he has successfully managed complex environmental projects while coordinating with federal, state, and local agencies. His expertise includes facilitating interagency consultation, preparing biological assessments, conducting wetland delineations, and performing Phase I Environmental Site Assessments.

Before joining Patriot, Josiah served as an Environmental Scientist Consultant for the Commonwealth of Kentucky. He also worked as an Environmental Scientist and Biologist, providing technical support for environmental compliance, permitting, air and groundwater monitoring, and natural resource projects. His project management experience includes leading the Kentucky Division of Water’s Nutrient Reduction Strategy, supporting the eClearinghouse program, conducting NEPA reviews, and managing Ohio EPA Isolated Wetland permitting.

Josiah earned a Bachelor of Science in Natural Resource Conservation and Management from the University of Kentucky. His technical expertise and collaborative approach will help Patriot deliver practical, cost-effective environmental solutions while guiding clients through complex permitting and regulatory requirements. 

Outside of work, Josiah enjoys spending time with his wife and four children, exploring the outdoors, tackling carpentry projects, and following soccer.
