Former Industrial Dump Sites, Loveland, Ohio

What was once an illegal dumping ground at the former Comb’s Industrial property is now on the path to restoration. Years of environmental concerns will soon be addressed thanks to a Brownfield Remediation Grant funding secured through the Ohio Department of Development.

Patriot prepared a Grant Application and conducted a Phase I Environmental Stie Assessment (ESA) and Phase II Property Assessment funded through the Ohio Department of Development Brownfield Remediation Program for two adjoining properties.  Based on the Phase I ESA, several identified areas (IAs) were documented on the Site, which included numerous waste and debris piles, some over 25 feet high.  In addition to the illegal dumping of waste and debris, the Site contains 55-gallon drums, filled roll-off containers and abandoned construction equipment, such as excavators, backhoes and dump trucks.  The property and property owner were issued notice of violations from the Ohio Environmental Protection Agency (Ohio EPA) Division of Solid Waste.

Based on the regulatory records review and site reconnaissance the chemicals of concern include asbestos, petroleum products and metals. Therefore, a Phase II PA was conducted to collect soil and waste material samples to be analyzed for asbestos containing materials (ACM) and waste characterization. In addition, both soil and groundwater samples were collected to be analyzed for volatile organic compounds (VOCs), poly-aromatic hydrocarbons, and Ohio VAP Metals.

Sampling from the waste piles was conducted using an excavator.  Based on the limited access due to the trash on site, approximately fifteen (15) soil borings were completed between the piles and used to install groundwater monitoring wells. Following installation of the monitoring wells, the wells tested for groundwater contamination and aquifer parameters.  Results of the Phase II PA concluded that on-site contamination continues to pose a risk to human health and the environment.  Therefore, remedial measures were recommended.

Patriot also prepared a remediation (Remedial) action plan (RAP) for the Site following a remedial alternative analysis based on effectiveness, reliability, difficulty and risk during implementation and overall construction cost and potential long-term monitoring costs. Using the information included in the RAP, Patriot prepared and submitted a Brownfield Remediation Grant Application for the Site.

Currently, Patriot is performing the site remediation, which involves transportation and disposal of over 25,000 cubic yards of combined regulated asbestos containing material and solid waste debris to a permitted offsite landfill. A Phase II update is in progress and a VAP NFA/CNS is expected to be issued by the end of 2026.
